It +records that a circuit was hot and for how long. + +Everything else — the two-second gap before the first response, the forty +seconds of silence, the fact that the participants are described as having +recognised what was happening — comes from [[lore/fallow-ledger]] No. 3, and No. +3 has not been produced since 1998. + +## Why the gap does the work + +Without it there is no incident. Fourteen words about an unattributed circuit is +a maintenance note; hundreds of those exist and nobody has ever written a page +about one. + +The gap converts it.
